We approaching the end of their service. consider therefore, subject to any comments the Governor might wish to make, that it would be reasonable for the Hong Kong Government to guarantee the rate of 1/3d, the rate used by the Salaries Commission in considering its salaries. This guaranteed rate of exchange
should; we think, also be applied to leave
salary.
8. Subject to your comments we would propose to send to Hong Kong copies of the papers now sent to you with copy of the extract quoted in paragraph 4 above, and to say that, if the Governor thought it suitable to adopt the suggestions in paragraphs 6 and 7
but above, there would be no objection here,
that we should like the text of any statement it might be proposed to make referred here
before it was made.
